RULES OF THE CHARLES RICE JUNIOR AND MINOR FOOTBALL LEAGUE

 

 

 

Nomenclature and Constitution.

 

 

1.                   These Competitions shall be called Charles Rice Junior and Minor Football League Cup Competitions.

 

 

Management.

 

2.                   The Management of the Competition shall be vested in the Management Committee of the Charles Rice Junior and Minor Football League.  The Chairman, Secretary and Treasurer of the League shall be the legal holders of the Trophies in trust for the League.  If the Competitions shall cease to exist or operate, the Trophies shall e held in Trust unless the conditions attached to the Trophies provide for their return to the Donors.

 

 

Entrance Fee.

 

3.                   The Competitions shall be Annual and all teams in membership of the League must enter.  The Entrance Fee shall be £10.00 per team, payable at the Annual General Meeting.

 

 

Conditions of Play.

 

4.         (a)        The ties shall be drawn round by round and the matches played on or before the dates fixed.  In every case (except semi-finals and finals) the first drawn has the choice of ground.  Clubs with First and Second teams drawn at home on the same day must concede ground advantage in one tie if an alternative ground is not available.  Kick off times shall be 2;15pm or before as mutually agreed or otherwise arranged by the League Management.

 

(b)                At Under 11 and 12 level, each game must be of 60 minutes maximum duration and, in the event of a draw after 60 minutes play, EXTRA TIME must be played 10 minutes each way.

At Under 13 and 14 level, each game must be of 70 minutes maximum duration and, in the event of a draw after 70 minutes, EXTRA TIME must be played 10 minutes each way.

At Under 15 and 16 level, each game must be of 80 minutes maximum duration and, in the event of a draw after 80 minutes play, EXTRA TIME must be played 10 minutes each way.

At Under 17 and 18 level, each game must be of 90 minutes maximum duration and, in the event of a draw after 90 minutes play, EXTRA TIME must be played 15 minutes each way.

The halftime intervals for all age groups shall not exceed 5 minutes except by special permission of the Referee.

 

(c)                Minimum duration of games shall be:

Under 11 and 12  -  40 minutes

Under 13 and14         -   60 Minutes

Under 15 and 16  - 70 minutes

Under 17   - 70 minutes

 

 

 

 

(d)                Where a match is stopped on account of darkness or other unavoidable cause before the agreed time, or extra time has not been completed, it will be replayed on the same ground.

 

(e)                In the event of the first match being drawn after extra time has been completed, a replay shall be played on the opposing ground.  Should this second match be drawn, extra time shall be played of 10 minutes each way. If it is still a draw after extra time, then the winners shall be decided by the taking of kicks from the penalty spot in accordance with the procedure adopted by the Football Association.

 

(f)                  The Semi Final and Final Ties will be played on neutral grounds.  In the Final Ties, (including re-played ties) the League shall take all gate receipts and pay reasonable expenses if the receipts warrant it.

 

(g)                Both Teams shall provide to the Referee a suitable match ball or be liable to a fine of £5.00.  The Referee must report the offending team within 4 days and advise the offending team of his intention to do so.

 

 

Exclusion of Clubs.

 

5.         Any Club refusing or failing to play the Club against which it has been drawn within the time intimated without sufficient reason for so doing, shall be expelled from the Competition.

 

 

Qualification of Players – Substitutes.

 

6.         (a)        No player shall be allowed to play for more then one competing Club.

 

(b)                Each player must be a REGISTERED PLAYING MEMBER of the Club.  Seven players inclusive of a goalkeeper constitute a team in order to commence a game.

 

(c)                A player cannot take part in a Quarter Finals, Semi Final or Final unless he has played in at least FOUR (4) League games for that team in this League in the current season.

 

(d)                FIVE (5) Substitutes per team are permitted in all matches played under the rules of the Competition.  These shall be selected from a list of up to FIVE (5) players named before the start of the match.

 

(e)                The Referee MUST be informed of the names of the possible substitutes on this list before the start of the match.

 

(f)                  A named substitute who does not take part in the match, is deemed not to have played on that date.

 

(g)                A player who has been dismissed by the Referee during a match shall not be replaced.

 

(h)                A PLAYER WHO LEAVES THE FIELD FOR ANY REASON MUST NOT TAKE PART IN ANOTHER MATCH UNTIL THAT WHICH HE COMMENCED HAS ENDED.

 

(i)                  Any Club playing an in-eligible player shall be liable to be struck out of the Competition, or otherwise dealt with as the Management Committee may decide.

 

 

 

 

Protests  -  Appeals  -  Deposits

 

7.         (a)        All protests must be lodged with the LEAGUE SECRETARY in writing (in duplicate) within THREE (3) days of the match, and must be accompanied by a fee of FIVE (£5.00) POUNDS which sum, in the event of such protests or complaints not being sustained, may be forfeited.  No objection relative to ground, goalposts, bars, or apparatus of the game shall be entertained unless a protest is lodged with the Referee before the commencement of the match by the Captain and/or Team Manager/protesting team in the presence of the Team Manager of the opposing team.

 

(b)                In the event of a Club being dissatisfied with the decision of the League Management Committee, they shall have the right to appeal to the Association sanctioning the Competitions.

 

(c)                Such appeal must be within SEVEN (7) days of the date of receipt of the advice of the decision, and must be accompanied by a fee of TWENTY FIVE (£25) POUNDS which shall be forfeited to the Association in the event of the appeal not being sustained.

 

 

Results  -  Report Forms  -  Fines.

 

8.         (a)        Each Club must send to the LEAGUE SECRETARY, within TWO (2) days of the date played, the result of the match and the INITIALS and SURNAME of all their players and also the REFEREE MARKINGS if required as per League Rule 13, or, in default be fined £5.00 or dealt with as the Management Committee decide.

 

(b)                The Result Card, FULLY AND CORRECTLY completed, shall be signed by a responsible member of the Club or referee and the Management Committee shall have the power to take such action as they deem suitable against a Club and/or individuals who submit as card that is incorrect.

 

 

Referees.

 

9.         (a)        Referees and Assistant Referees for the semi final and final ties to be appointed by the Management Committee.

 

(b)                Officials appointed under this rule shall be entitled to charge a fee of £10.00 Referees and £7.00 Assistants, in addition to second class public transport expenses, which shall be shared by the two Clubs.

 

            (c)        In the Semi Finals and Finals failure to pay the Official shall result in a fine of £10.00 being levied on the offending Clubs.

 

 

Awards  -  Agreements to be Signed.

 

10.        (a)        At the close of each competition Awards may be made to the winner and runners up if the funds of the League permit.

 

 

 

 

 

 

 

 

 

(b)                The following agreement shall be signed on behalf of the winner of the trophies:

 

“We …………………….. of ………………………… F.C………….. and……… members representing the said Club, having been declared winner of the Charles Rice Junior and Minor Football League ………………. Section Trophy, and the same having been delivered to us by the said League, do hereby on behalf of the said Club jointly and severally agree to return the same to the League Secretary on or before the 1st April in accordance with the Rules of the League, and providing the said trophy is lost or damaged whilst under our care we agree to refund to the League the amount of its current value or the cost of its thorough repair, whichever the Management Committee of the League may deem necessary.”

 

Clubs failing to return cups or trophies by the 1st April will be fined £10.00.

 

 

Grounds and Power of Management.

 

11.               (a)        The minimum size of pitches for any Under 11, 12 and 13 games shall be 90 yards by 50 yards wide.

 

(b)                The minimum size of pitches for any Under 14 – 17 games shall be 100 yards by 50 yards wide.

 

(c)        The minimum size of goal posts for any Under 11, 12 and 13 games shall be 7 yards by 7 feet.

 

            (d)        The Management Committee shall have the power to apply, act upon, and enforce the Rules of the Competitions, and shall have jurisdiction over all matters affecting the Competitions, including any not provided for by the Rules.
